A re-roof is the one time in fifty years that the structure is visible. Stripping the covering and putting a new one straight back on without checking what is underneath wastes that opportunity, and it is the reason some new roofs sag within a decade.
West Suffolk Council is the planning authority. Outside the conservation area a like-for-like re-roof on the estates is normally permitted development, and the decisions are technical ones. Inside it, and on any Listed building, changing the covering needs agreement first, and the council will expect clay to be replaced with clay rather than concrete on a visible slope. Access decides a lot of the price in the centre. The streets around Abbeygate Street and the Abbey Gardens are narrow and busy, so a scaffold on the pavement needs a highway licence and a delivery slot, and the skip often gives way to bagged waste on timed collections. Opening up a Georgian front can also expose much older timber behind it, so carpentry is allowed for in the quote rather than sprung on you halfway through. On the estates the harder element is wind: open West Suffolk arable and the Breckland edge give the northern streets a long fetch, so verges and ridges on those elevations are mechanically fixed and fully clipped.
